Much has been made recently by the Australian government regarding potential ‘local jihadists’ who left Australia to receive military training and experience fighting for the so-called Islamic State.

Were anyone to ask the Syrian, Iraqi, Iranian, Armenian and Turkish governments, this might be considered a disturbing development in the least. Should Iraqi Kurdistan succeed in declaring its independence from Baghdad, it will only be a matter of time before other Kurdish lands seek to join.
...the uncomfortable truth is that contemporary Syria and Iraq are the step-children of Western strategic policy.
The longer it takes to arrive at a political solution to the Palestinian dilemma, the more likely this rudderless and negative spiral of war and revenge will maintain the conditions for a ceaseless fight.

If point ‘c’ is true, then the conflict in Kiev is no longer a civil war in which only the east Ukrainian separatists receive ‘foreign’ (i.e. Russian) support, but where Kiev is being armed, trained, enabled and directly supported in its combat operations by ‘foreign’ (i.e. NATO) interests.
The problem for Moscow is that pro-Russian militiamen have been supported by the Kremlin, and perhaps unfairly, this has placed the Russian government squarely in the sights of the international community.

At the time of writing, Russian military forces have been placed on high alert. Political unrest is taking place in the strategically important autonomous Ukrainian province of Crimea, a long time Russo-Ukrainian fault-line. Pro and anti-Ukrainian ethnic groups, Russians, Tartars and Ukrainians have taken to the streets calling for loyalty to either Moscow or Kiev.

Throughout recent history the Iranian theocracy’s relationship with the West has been one of confrontation, punctuated by a series of half-hearted attempts at ‘normalisation’. Half-hearted in that there appears to have been a number of calculations made by Iran’s senior leadership, suggesting that moving too close to the West might imperil the survival of the theocratic state.

Human societies have never been so exposed to bewildering technologies which increasingly challenge who we are as a species, a culture, a faith and a community.

Since the end of the 19th Century scholars have fought over which element has primacy in international affairs, geography or human agency. The contemporary international arena is an increasingly complex amalgam of both. While it seems as though human agency trumps geography under current conditions, ultimately, it may be that human affairs are still circumscribed by the physical realities of local environments.

To this day the African old order does not see modernity as an advantage to nation, province or village. Certain selected technologies however do co-exist within the traditional African framework. The proliferation of mobile phones is an example of this. Other technologies such as the Internet, and road and rail networks are seen as threats to local tribal/clan authority.

This paper examines an Australian proposal for establishing an informal security dialogue at the ministerial level comprising the United States and two of .."

In the rush to analyse contemporary conflicts we continually forget what our fathers and forefathers achieved, and so each age has to re-learn the lessons of the past – often at great pain and sacrifice. Hopefully, as I begin to revisit some of the historical aspects of the four Afghan wars that preceded the ISAF mission, you will see continuity between the Afghanistan of today and that of the 19th Century. The weapons and social mores may have changed, but the reasons that drove the wars – motivations fuelled by mistrust, misinformation and misinterpretation – still resonate clearly to this day.

The year 1963 is the starting point for this examination. It is in this year Australia began to buy weapons, (i.e. major capital equipments such as tanks, artillery, warships and combat aircraft), that were more than mere replacements of old weapons for new. Before 1963, Australia's patterns of defence procurements was incremental, almost evolutionary. When a weapon system outlived its useful life, representatives from the affected Australian armed service would scout for replacement systems....However, by 1963, the Australian armed services, particularly the Royal Australian Air Force (RAAF), adopted a more radical stance by replacing older weapons with ones that possessed state-of-the-art characteristics.

The latest controversy to rock the State of South Australia is the Abbott government’s broadcast to build the replacement for the Collins class submarines in Japan. The reason? Well may you ask.

Just as Australia is bedding down the Snowden spying controversy (documents revealing that Australian intelligence agencies tapped the phones of the senior Indonesian leadership, including Indonesian president Susilo Bambang Yudhoyono and his wife), another scandal is emanating, this time from the ‘halfling-island’ of East Timor. A former mal-administered colony of Portugal, and brutally oppressed former province of Indonesia, East Timor is taking the Australian government to The Hague claiming that in 2004, Canberra spied on negotiators in order to give unfair advantage to Australian oil and gas giant Woodside Petroleum during the bilateral treaty – Certain Maritime Arrangements in the Timor Sea (CMATS).

Today, the influence of Napoleon Bonaparte is hardly considered when contemporary strategists pen their tomes on the way of warfare. Today it is all about drones, robots, all forms of automation and cyberspace. And perhaps it is true to say that in our more sophisticated, politically correct world, we are post-heroic, post-modern, post-ideological, post-religious, post-industrial shadows of our former selves. Gone are the 20th Century existential threats to world peace. Gone is NAZI Germany, the Soviet Union and Maoist China.

A number of years ago (2002), my colleague at the University of Adelaide, Professor Purnendra Jain and I wrote a piece for the Asian Times entitled, ‘Shaking Hands with Clenched Fists’. In short it described the issues the Howard government faced in its bilateral relations with Indonesia following the MV Tampa incident, and the surprising success it had in rebalancing relations based on pragmatism, countering mutual threats such as People Smugglers and Terrorists.

On 20 January 2009, Barack Obama rode into office on the back of international expectation that he would make a less contentious headofstate than his predecessor, that his brand of ‘yes we can’ politics would mobilise the American people from either side of the ideological divide and with this, set a new, pragmatic agenda for rebalancing American foreign and strategic policies.
