The interrelation between language and nation-building is a key issue in Belarusian media discourse. The discussion is conducted on all topical areas of language policy (status planning, corpus planning, acquisition planning) and includes different views on the present and future political orientation of the country. Based on statements made by selected political actors and intellectuals in Belarusian mass media in the years 1994-2010 this study identifies the main positions and argumentation patterns in the debate on language and nation-building. Belarusian president Lukashenka underscores the continuity of linguistic development since Soviet times and rejects a status reduction for the Russian language, i.e. a break with Soviet language policy. As to „oppositional“ Belarusian intellectuals, opinions on the language issue are divided: The range extends from the nationalistic and clearly anti-Russian viewpoint of exile politician Zianon Pazniak via nationally „conscious“ but moderate views to statements favoring „democratic bilingualism“, accompanied at times by an openly neglecting attitude towards the Belarusian language.

This paper deals with the situation of the Belarusian language in Belarus in competition with the Russian language and Belarusian-Russian mixed speech, both of which are widely used by the young generation in the country. Based on a nationwide survey with 1,000 respondents carried out in 2013, we show how young Belarusians see their first linguistic socialisation and how they evaluate the different linguistic codes in various contexts. The paper then describes how and to what extent the respondents’ self-reported competence in Belarusian varies with sociodemographic characteristics and (geo-)political preferences with regard to a “Western” or “Eastern orientation”. Finally, it discusses the question whether young Belarusians favour promoting Belarusian and whether a pro-Belarusian attitude correlates with political preferences.
The paper provides evidence for the peripheral status of Belarusian in Belarus, but it also shows that there is support for the maintenance and even promotion of Belarusian, which is only slightly affected by global political orientations.

It seems to be a truism that the language situation in Ukraine is highly conflictual. In May 2012 a parliamentary debate on language legislation and the future status of Ukrainian and Russian resulted in a scuffle. The government of the Russian Federation justified the separatists’ armed struggle in the Donbas region with the massive repression that Russian-speakers allegedly had to fear after the Euromajdan events. However, it will be shown that the assertion of a language conflict deeply rooted in Ukrainian society does not reflect the real situation in the country, as recent surveys on speakers’ attitudes and usage of languages show. In this study, the very widespread Ukrainian-Russian mixed speech is also considered. In most parts of Central Ukraine (in a broader sense) Ukrainian is used predominantly, but the Ukrainian-Russian mixed speech and Russian are widespread as well. In some areas they even dominate everyday communication. Data on speakers’ attitudes collected shortly before the armed conflict broke out indicate that in Northern and Central Ukraine a majority of people opt for a broader use of Ukrainian in the public sphere, while in other parts of the country the wish to maintain the status quo dominates. The latter also holds for the use of Russian, in all regions of Ukraine. A clear regional dichotomy could be observed only with regard to the question whether Russian should be a state language on equal terms with Ukrainian: respondents from Southern and Eastern Ukraine as well as from the Donbas region predominantly answered this question in the affirmative, respondents in Northern, Western and Central Ukraine in the negative. In view of these findings, the authors support a ‘liberal’ approach for future language policy in Ukraine: Ukrainian should be promoted in areas where a majority of speakers do not use it as primary language. On the other hand, the legal status of Russian should be fostered in those areas where according to reliable data speakers broadly desire its official use. Moreover, learning Russian as a school subject should be possible in all parts of the country, as the majority of Ukrainians regard a good command of Russian as important.

"The language debate in President Aliaksandr Lukashenka’s Belarus is a politically explosive topic. The struggle over how to interpret language history also concerns the point in time when Belarusian began its own development vis-à-vis Russian.

In the debate over language in the present, two issues dominate: language policy since Lukashenka came to power and the competition  between two varieties of Belarusian, a competition linked above all to orthography.

All three discussions are of central importance for the self-understanding of the Belarusians as national and the political orientation of Belarus.  "
