"Most ISOs in the US minimize the total bid cost and then settle the market based on locational marginal prices. Minimizing the total bid cost, however, may not lead to maximizing the social welfare. Studies indicate that for energy only, payment cost minimization (PCM) leads to reduced payments for a given set of bids, and the βhockey-stickβ bidding a less likely to occur. Since co-optimization of energy with ancillary services leads to a more efficient allocation, it is important to solve PCM co-optimization while considering transmission capacity constraints for a
comparison with other auction mechanisms. In this paper, PCM is formulated using price definition system-wide constraints. This problem formulation introduces difficulties such as nonlinearity, non-separability and complexity of convex hull. To overcome these difficulties, the nonlinear terms are linearized thereby allowing to be solved by using branch-and-cut. At the same time, the linearization is performed in a way that the βsurrogate optimality conditionβ is satisfied thereby allowing the problem to be solved efficiently."

The article first describes characteristics of major infrastructure projects. Second, it documents a much neglected topic in economics: that ex ante estimates of costs and benefits are often very different from actual ex post costs and benefits. For large infrastructure projects the consequences are cost overruns, benefit shortfalls, and the systematic underestimation of risks. Third, implications for costβbenefit analysis are described, including that such analysis is not to be trusted for major infrastructure projects. Fourth, the article uncovers the causes of this state of affairs in terms of perverse incentives that encourage promoters to underestimate costs and overestimate benefits in the business cases for their projects. But the projects that are made to look best on paper are the projects that amass the highest cost overruns and benefit shortfalls in reality. The article depicts this situation as βsurvival of the unfittestβ. Fifth, the article sets out to explain how the problem may be solved, with a view to arriving at more efficient and more democratic projects, and avoiding the scandals that often accompany major infrastructure investments. Finally, the article identifies current trends in major infrastructure development. It is argued that a rapid increase in stimulus spending, combined with more investments in emerging economies, combined with more spending on information technology is catapulting infrastructure investment from the frying pan into the fire.

"Today, energy crisis turn out to be a serious threat towards sustainability for developing countries since their energy demand is growing more rapidly than developed countries. On the other hand, fossil fuels cannot sustain anymore in the near future because of environmental impacts and depletion of the reserves. Malaysia is experiencing drastic growth in population and economy and requires exploring alternative energy sources to support its population and commercial energy demand. Biomass as the fourth largest energy resource in the world is abundant in the country. Malaysia is blessed with tropical and humid climate all year round which is a magnificent opportunity for fully exploiting agriculture and tropical forests potential. Since late 1990, the concept of waste-to-wealth had been promoted and became popular widely. This concept is based on unwanted wastes which are converted into valuable energy while reducing waste generated and increase the economy-efficiency mainly used for cooking, space heating and power generation. Currently, concerted efforts and various biomass energy programs are supporting by the government for development, demonstration and commercialization. This paper intent to present the current state and prospects of biomass utilization and strategies promoted for future developments in Malaysia.

An induction generator (IG) is preferred to a synchronous generator in many renewable energy applications. In order to achieve proper control of an induction generator it is important to have accurate knowledge of its model parameters. In this paper, an Improved Particle Swarm Optimization (IPSO) approach is used to estimate the model parameters of an IG. The IPSO is executed based on the response of the active and reactive power flows associated with the IG to a change in the frequency of the external system, which the IG is connected to. This change in frequency is applied when the IG is operating in steady state, to represent the scenario where the IG parameters must be estimated on-line, and during a large disturbance to the system equilibrium. This approach is in contrast to others in the literature that estimate the parameters of an induction machine based on its start-up behavior, or the results of mechanical tests. Therefore, this approach should offer benefits when the parameters of the IG being modeled may vary over time and need to be estimated on-line.
