""Genetic algorithms are among of the global optimization schemes that have gained popularity as a means to calibrate rainfall-runoff models. However, a conceptual rainfall-runoff model usually includes 10 or more parameters and these are interdependent, which makes the optimization procedure very time-consuming. This may result in the premature termination of the optimization process which will prejudice the quality of the results. Therefore, the speed of optimization procedure is crucial in order to improve the calibration quality and efficiency. A hybrid method that combines a parallel genetic algorithm with a fuzzy optimal model in a cluster of computers is proposed. The method uses the fuzzy optimal model to evaluate multiple alternatives with multiple criteria where chromosomes are the alternatives, whilst the criteria are flood performance measures. In order to easily distinguish the performance of different alternatives and to address the problem of non-uniqueness of optimum, two fuzzy ratios are defined. The new approach has been tested and compared with results obtained by using a two-stage calibration procedure. The current single procedure produces similar results, but is simpler and automatic. Comparison of results between the serial and parallel genetic algorithms showed that the current methodology can significantly reduce the overall optimization time and simultaneously improve the solution quality.

The article first describes characteristics of major infrastructure projects. Second, it documents a much neglected topic in economics: that ex ante estimates of costs and benefits are often very different from actual ex post costs and benefits. For large infrastructure projects the consequences are cost overruns, benefit shortfalls, and the systematic underestimation of risks. Third, implications for cost–benefit analysis are described, including that such analysis is not to be trusted for major infrastructure projects. Fourth, the article uncovers the causes of this state of affairs in terms of perverse incentives that encourage promoters to underestimate costs and overestimate benefits in the business cases for their projects. But the projects that are made to look best on paper are the projects that amass the highest cost overruns and benefit shortfalls in reality. The article depicts this situation as ‘survival of the unfittest’. Fifth, the article sets out to explain how the problem may be solved, with a view to arriving at more efficient and more democratic projects, and avoiding the scandals that often accompany major infrastructure investments. Finally, the article identifies current trends in major infrastructure development. It is argued that a rapid increase in stimulus spending, combined with more investments in emerging economies, combined with more spending on information technology is catapulting infrastructure investment from the frying pan into the fire.

Uncontrolled stormwater runoff not only creates drainage problems and flash floods but also presents a considerable threat to water quality and the environment. These problems can, to a large extent, be reduced by a type of stormwater management approach employing permeable pavement systems (PPS) in urban, industrial and commercial areas, where frequent problems are caused by intense undrained stormwater. PPS could be an efficient solution for sustainable drainage systems, and control water security as well as renewable energy in certain cases. Considerable research has been conducted on the function of PPS and their improvement to ensure sustainable drainage systems and water quality. This paper presents a review of the use of permeable pavement for different purposes. The paper focuses on drainage systems and stormwater runoff quality from roads, driveways, rooftops and parking lots. PPS are very effective for stormwater management and water reuse. Moreover, geotextiles provide additional facilities to reduce the pollutants from infiltrate runoff into the ground, creating a suitable environment for the biodegradation process. Furthermore, recently, ground source heat pumps and PPS have been found to be an excellent combination for sustainable renewable energy. In addition, this study has identified several gaps in the present state of knowledge on PPS and indicates some research needs for future consideration.

The availability of high resolution topographic data is strategic for quantitative and qualitative analysis of river environment. The topographic data derived by traditional regional cartography are often too coarse for detailed recognition and mapping of surface morphologic features, while the more accurate data derived by GPS or theodolite are expensive and time-consuming. The airborne laser altimetry technology (LiDAR, Light Detection And Ranging) provides high-resolution topographic data over large areas with high vertical and horizontal accuracy, thus can significantly contribute to a better representation of land surface. A valuable characteristic of this technology, which marks advantages over the traditional topographic survey techniques, is the capability to derive a high-resolution (1 m) Digital Terrain Model (DTM) from the bare ground LiDAR data, by filtering vegetation and man-made features points (buildings, bridges) from raw data. The complex morphology, the wide range of land cover categories, and the presence of deep water bodies, make the airborne LiDAR application in river environments more complicated than application in different contexts. The aim of this work is to highlight the capabilities but also the limitations of airborne LiDAR in river studies, presenting some relevant researches and the main methodological aspects of this technology in fluvial environment.

""This paper presents a physically based model coupling water and heat transport in a soil-mulch-plant-atmosphere continuum (SMPAC) system, in which a transparent polyethylene mulch is applied to a winter wheat crop. The purpose of the study is to simulate profiles of soil water content and temperature for different stages of wheat growth. The mass and energy balance equations are constructed to determine upper boundary conditions of governing equations. Energy parameters are empirically formulated and calibrated from three-month field observed data. Resistance parameters in the SMPAC system are calculated. The mass and energy equations are solved by an iterative Newton-Raphson technique and a finite difference method is used to solve the governing equations. Water-consuming experiments are performed within the growing period of wheat. The results show that the model is quite satisfactory, particularly for high soil water content, in simulating the water and temperature profiles during the growth of the winter wheat.
