ABSTRACT
The study aimed at assessing the role of community driven development (CDD) on the empowering the youth. The study sought to find out the different CDD sub-projects; the approaches and methods in implementing CDD; the knowledge and skills utilization; Impact of CDD on youth’s attitudes and behaviors change towards development and how it addressed youth challenges; and challenges faced during the CDD implementation for youth empowerment.
The research methods used included among others descriptive cross-sectional study with a combination of qualitative and quantitative data methods. The area of the study was Akwang Sub-County, Kitgum District. The respondents of the study were the youth, local and the district leaders. The data collection techniques included the key informant interviews and/or in-depth interviews, questionnaires, FDGs, and documentary reviews covering two villages in each of the three parishes.
The study findings revealed that the different CDD sub-projects carried out were brick making, training and teaching, football clubs, carpentry, agriculture, VSLA, poultry keeping and goats rearing. The study revealed that the approaches community uses were top down, bottom up, empowerment, and right based approaches respectively. The method identified were directive, non-directive, and integrated methods as mentioned by the youth.  The skills utilization were mixed with the different CDD sub-projects. The study found out that the impact were creativity and innovation, sense of independence, self awareness, demands for further skills, carpentry works, and the challenges revealed by the study are poor education and training, inequality and exclusion, the cost of implementation, weak infrastructure, political interference, and land conflict.
Evidently, with the different literature and the gaps cited in them, the most important contributions made by the study in fulfilling the gaps was that the development assistance should work for the benefit of youth (as target beneficiaries); with youth as partners; and be shaped by youth as leaders.
The study showed that CDD does not cater to problems that are beyond the capacity of youth, because CDD is demand-driven, it tends to select communities that already have in kind commitments and planning capacity, this means that, in the absence of careful selection criteria, the poorest communities with limited capacity are crowded out. The process of CDD project sub-projects to reach approval or financial closure and receipts of funds lengthy and laborious.
The District should provide practical vocational training to our youth to help reduce on the money oriented issues given as the CDD grants provisions by the District. There is need to improve and clarify the facilitation and funds released to local governments for CDD project implementation as well as improvement on the lack of adequate facilities to enable project implementation at the local government level

Fake it 'till you make it is a much advertised nostrum. Well, anyone who is not pathologically naive and who has encountered the corporate-speak of today's urban living knows that the fake-it meme is already in the DNA of most institutional critters, large and small. The only news is that this virus might also be deployed by bus drivers and check-out girls. With this in mind, the essay takes the fake-it topic beyond some simple self-trickery sold as positive thinking, and looks at various extended mutations inside and outside of the law.

Abstract de, eng, it:
------------------
The election systems in general, directly influence the representation of the parties in Parliament. They have certain consequences for ethnic minorities. These include the strengthening, the weakening or the eliminations of the minorities.
After the First World War the southern part of Tyrol (SĂĽdtirol) was annexed to Italy. The so called Paris Agreement signed in 1946 between Italy and Austria grants an autonomy to the population of South Tyrol. In all the political elections since the end of the Second World War the South Tyrolese have been able to gain a representation (of five or even six members) in the national Parliament. Since then, Italy has made a number of election reforms. From an almost proportional system Italy passed to a combined system in 1993. Three quarters of the seats were elected by the majority system, one quarter by the proportional system with a minimum allowance of four percent. The South Tyrolese, which counts for just a half percent on national level appealed against the minimum allowance low, but lost in front of the Italian Constitutional Court and then the European Commission of Human Rights. Although they did not succeed for the proportional part of seats, they were able to save their representation in the Parliament through the majority system in the constituencies.
Recently, in 2005, the Parliament changed the electoral low again and returned to a proportional system, with degrees of minimum allowances and a premium for the winning party or coalition.
The representation of the South Tyrolese in the Parliament, the so called SĂĽdtiroler Volkspartei (SVP), has been directly affected by the changes of the electoral system. It could survive in part only with special provisions. These special provisions could be reached by appealing to the international anchored South Tyrolean autonomy and the protection of ethnic minorities founded in the Constitution. The SVP can be taken as a good example of a typical ethno regional party, in order to examine the effects of electoral systems on ethnic minorities.

Due to the process of globalization, interactions between different countries and therefore independent legal systems is a reality creating a multitude of problems. I will examine, developments of legal language in the past two centuries as a lead up to the current complex arrangement of legal systems on three levels: national, international and supranational; the theoretical approaches to navigating linguistic diversity in legal applications; current processes employed to these ends and their normative value for upholding justice- embodied in accepted rights and responsibilities of persons before the law, against countervailing interests like sovereignty (national and cultural), need for efficient legal process and opacity of the workings of law. I propose that genuine international willingness is essential to the development of any truly global legal cooperation and standardization while the most effective system to manage multilingualism appears to be following a similar model to that of the EU which will be examined as a case study.
