The modernization among government processes is an effective way on how to provide better service to the different sectors of the society which includes citizens and business. Hence, plans, programs, laws and policies should be created in order to incorporate technology with the different processes and transactions of LGUs. However, several factors can be considered as a key for its success or hinders it from its full implementation. Furthermore, the paper presents the common challenges encountered in implementing e-LGU in the Philippines, the legal basis for its implementation, the factors that affects the success and hinders its full implementation and the current situation of the e-LGU in Pangasinan Municipality.

This study introduces the concept of ‘digital diversity’ to refer to the increasing workforce heterogeneity that stems from the recent rise of digital natives in the workforce. While digital diversity is expected to promise innovation and efficiency, it may also give rise to organizational challenges. The nature of the promise and challenge of digital diversity as well as how it is perceived across diverse groups, however, remain unexplored. Through a multisite study of software development companies, this study provides a deeper understanding of digital diversity and its promise and challenge in the particular context of software development workforce. Furthermore, drawn upon empirical data and insights from generational and diversity research, a model distinctly suited to studying digital diversity in software development workforce, is developed. Contributions to theory and implications for software development companies are discussed and new avenues for future research are outlined.

This paper describes how our FILTWAM software artifacts for face and voice emotion recognition will be used for assessing learners' progress and providing adequate feedback in an online game-based communication skills training. This constitutes an example of in-game assessment for mainly formative purposes. During this training, learners are requested to mimic specific emotions via a webcam and a microphone in which the software artifacts determine the adequacy of the mimicked emotion from either face and/or voice. Our previous studies have shown that these software artifacts are able to detect face and voice emotions in real-time and with sufficient reliability. In our current work, we present a software system architecture that unobtrusively monitors learners’ behaviors in an online game-based approach and offers timely and relevant feedback based upon learner’s face and voice expressions. Whereas emotion detection is often used for adapting learning content or learning tasks, our approach focuses on using emotions for guiding learners towards improved communication skills. Herein, learners need to have an opportunity of frequent guided practice in order to learn how to express the right emotion at the right time. We assume that this approach can address several issues with the current trainings in this area. We sketch the research design of our planned study that investigates the efficiency, effectiveness and enjoyableness of our approach. We conclude the paper by considering the challenges of this study.

As the Wikimedia Foundation (WMF) prepares for its main annual fundraiser at the end of 2014, many Wikipedia readers are presented with a banner inviting them to donate an amount equivalent to the "price of buying a programmer a coffee". It's to keep Wikipedia "online and ad-free", the site says. However, this masks the fact that the WMF’s revenue, assets and expenses have risen by about 1,000% in recent years. While the WMF got by on annual donations totalling $5 million in 2007, it now wants over $50 million a year, despite reporting net assets of $45 million in summer 2013 and having taken another $50+ million in donations since then. Most of this money is not spent on keeping Wikipedia "online and ad-free", but on a ballooning bureaucracy that sees a select group of Wikipedians transitioning from unpaid volunteer to paid tech staff positions, creating a two-tier society and causing outgoing Executive Director Sue Gardner to raise concerns over the potential for "log-rolling and self-dealing" in 2013. Meanwhile, the WMF’s software engineering work has been judged inept by the unpaid volunteer community. The VisualEditor (VE), a WYSIWIG editor announced as "epically important" by Jimmy Wales, was so buggy and caused so many errors (such as inserting chess pawn characters in Wikipedia articles) that volunteer administrators rebelled, going over the Foundation's heads to disable VE as the new default editor. The new Media Viewer feature rolled out in August 2014 was equally controversial. The WMF created a new access right, "Superprotect", to prevent volunteer administrators from disabling it, bringing community relations between the WMF and the volunteer community to a new low. An open letter protesting the WMF’s actions acquired an unprecedented number of signatures. Flow, a planned Facebook-style revamping of Wikipedia discussion pages that has been in development for some time, is already mired in controversy, with volunteers complaining that the WMF is turning a deaf ear to their concerns. Donors should be aware that most of their money is not used to keep Wikipedia online and ad-free. It's not used to improve Wikipedia’s reliability either – the WMF neither measures content quality, nor employs staff to review and improve it. Instead, it funds the further aggressive expansion of an organization that's at loggerheads with its volunteer community and has been criticized for having a "miserable cost/benefit ratio".

Software engineering for pedagogy and game design for entertainment produce very different requirements and generate unique kinds of practical difficulties. The design and development of serious games relies heavily on the experience of practitioners to overcome the pitfalls inherent in joining these two distinct processes into one, but experience in tackling these problems is not widespread. This creates a requirement for a process model to guide any development of integrated game-like and education-like elements, helping to manage risk in areas of hidden difficulty such as tightly integrating the mechanics of play with the formal pedagogy. This paper presents a process model for developing contextualized educational games. Parallel streams of pedagogy and game development are married to streamline the process of deriving appropriate educational games from client requirements. The process model is illustrated in action using the case of Green My Place, a serious game developed as part of the SAVE ENERGY EU project to teach energy efficient knowledge and behaviour to users of public buildings around Europe. Our evaluation highlights the positive outcome of the project and the functioning of the serious game; this evidence also suggests a positive benefit from using the model.

This chapter presents the QUARTIC process model for developing contextualized, competence-based educational games. Parallel streams of pedagogy and game development have been married to streamline the process of deriving appropriate educational games from client requirements. Furthermore, the authors describe two methodologies to improve the complementarity of the streams: one for building contextualised narrative, and one for describing competences applied in context. This increases the applicability of learning outcomes and allows the simultaneous assessment of learning while gaming. The work presented is a part of the European research project TARGET aimed at rapid competence development for knowledge workers.

Natural disaster is a disaster that happend naturally. People can not control it, because it comes immedietely. One of natural disaster that usually happend is earthquake. Place that get into disaster earthquake can not avoid from disaster. It will destroy many building and houses. It also takes many victims. To avoid number of victims, people an prevent themselves by saving some information about natural disaster and evacuate action. In this paper, we elaborate idea about android smartphone application to prevent people in natural disaster, especially earthquake. We design prototype of SDD (Smart Detect of Disaster) to give people information about evacuation track direction, statistic information about earthquake which is updeted every 10 minutes, and interactive tips and trick when trapping in natural disaster.
