POSTSCRIPTUM: Le allarmate previsioni espresse in quell'articolo si sono purtroppo rivelate esatte. Nell’autunno del 2015 l'università di Turku ha di fatto chiuso la cattedra di Lingua e cultura italiana, rinunciando a sostituire il professore pensionato. Nella primavera del 2016 l'università di Jyväskylä ha soppresso l'insegnamento dell'italiano. Nello stesso periodo l'università di Helsinki ha deciso di non nominare il vincitore del concorso per la cattedra di Filologia italiana (chi scrive queste righe) e di lasciare il posto vacante. Un nuovo concorso ”Rank open” avrebbe dovuto essere bandito in primavera ma lo si sta procrastinando di mese in mese, e nel frattempo si è provveduto a nominare per l'anno prossimo una curatrice fallimentare per la materia, oggetto di interventi tanto sciagurati quanto in mala fede che nel giro di 2-3 anni ne legittimeranno la chiusura. Occorre purtroppo concludere che il 2015 per l’italianistica finlandese, e forse per la Finlandia intera, è stato un anno, letteralmente, sottozero. (EG, 21.5.2017).

Practical projects around the world are exploring and prefiguring ecologically feasible futures. The ideas informing these initiatives are familiar from degrowth discourses. But particularly where activists hail from the professional middle-classes of wealthy cities-architects, designers and other 'creatives' in Helsinki for example-they risk being dismissed by the media as well as by academics as vacuous lifestyle experimenters. Looking at Finland, the sense that this activity is not truly political or transformative can be further enhanced by activists' own reluctance to enter into explicitly political debate and their preference for discussing futures in the neutral language of science. Connecting today's situation to precursors in the 1960s, however, we can see how these local projects are embedded in local political culture, including a Finnish tendency to play up scientific rationality as a tool for managing collective affairs. This contrast with many other degrowth discourses shows the significance of local histories in influencing the space available for people to work out alternatives to the status quo.

Dans le monde entier, des projets pratiques essayent d'explorer et de préfigurer un avenir écologiquement viable. Les idées informant ces initiatives sont familières aux discours de décroissance. Mais en particulier lorsque les activistes viennent de classes moyennes professionnelles des villes riches – des architectes, des designers et d'autres créateurs à Helsinki, par exemple-ils risquent d'être rejetées par les médias, ainsi que par les académiques, jugées comme venant des expérimentateurs de style de vie vide. En prenant la Finlande comme exemple, le sens que cette activité n'est ni politique ni transformative peut être renforcée par la réticence des activistes à d'entrer dans le débat politique ainsi que par leur préférence de discuter d'un avenir dans le langage neutre de la science. En connectant l'actuelle situation à celle des précurseurs des années 1960, nous pouvons, cependant, voir comment ces projets locaux sont intégraux à la culture politique locale, y compris la tendance finlandaise à exagérer la rationalité scientifique comme un outil de la gestion des affaires collectives. Ce contraste avec d'autres discours de décroissance montre l'importance des histoires locales pour influencer l'espace disponible qui permettent aux gens d'inventer d'autres possibles statu quo.

Diversos proyectos prácticos en el mundo están explorando y prefigurando futuros ecológicamente viables. Las ideas informando estas iniciativas son reconocidas en los discursos acerca del decrecimiento. Pero cuando los activistas proceden de una clase media profesional y, en particular, de las ciudades ricas – por ejemplo los arquitectos, diseñadores y otros ″creativos" en Helsinki—ellos corren el riesgo de ser rechazados por los medios de comunicación y por los académicos como experimentadores superficiales, jugando con estilos de vida. En cuanto a Finlandia, la sensación de que esta actividad no es transformativa ni verdaderamente política puede ser fortalecida por la resistencia de los activistas a entablar un debate político y por su preferencia de usar el idioma neutral de la ciencia para discutir acerca de los futuros. Sin embargo, al conectar esta situación a sus precursoras en los sesentas, podemos ver como estos proyectos locales están incrustados en la cultura política local, esto incluye una tendencia finlandesa a reproducir la racionalidad científica como una herramienta para gestionar asuntos colectivos. El contraste con otros discursos de decrecimiento presenta la importancia de las historias locales para influir en los espacios disponibles para elaborar alternativas al estatus quo.

Trzy historie, dwa kraje, jedna tajemnica i żadnych niedopowiedzeń – tak jednym zdaniem można opisać książkę Jussi Valtonena. Mimo intrygującego i nieco złowieszczego tytułu „Nie wiedzą, co czynią”, ostatnią rzeczą, której brakuje bohaterom, jest brak świadomości czy wręcz samokontroli. Valtonen tworzy niewywrotny świat – taki, który opowiedziany jest czytelnikowi do końca. Do ostatniej myśli, do ostatniego przeczucia.

Akcja powieści rozpięta jest pomiędzy biegunami – Stanami Zjednoczonymi i Finlandią, kobietą i mężczyzną, dzieckiem i dorosłymi, pasją i depresją. Valtonen nie traci czasu na półcienie czy zagmatwane psychologicznie portrety. Jeżeli w Finlandii pojawia się amerykański naukowiec, z całą pewnością będzie można przewidzieć, co będzie mu tam przeszkadzało i co stanie na drodze do satysfakcji z życia w ciemnym i zimnym kraju. Autor sięga tu nie tylko do ogranych skojarzeń i stereotypów na temat Finlandii – jest to możliwe do obronienia w przypadku powieści o widocznych ambicjach dotarcia do szerszej publiczności. Co wydaje się o wiele trudniejsze do uzasadnienia, to zbudowanie wszystkich postaci przede wszystkim na podstawie ich stosunku do owych stereotypów. Ujęte w pierwszoosobowe narracje części poszczególnych bohaterów wzmacniają oczywiście wrażenie prawdopodobieństwa tych postaw. Coś tu jednak trzeszczy, jest zbyt łatwe, zbyt oczywiste, zbyt sztampowe.

"Driving leadership style" of the school leadership proclaims to be important in bringing about changes in behavioural aspect of the followers. The hallmark of driving leadership style illustrated the characteristic of teaming, toning, tasking, timing and transforming with realistic view to subjective approach. This allowed the leadership to understand the human relationship approach while instigating as a lead follower in the group. The purpose of the study was to explore, the pertinence of leadership and how they grow with the followers. Semi structured interview were implemented with different actors with two sets of interview schedules separately designed for the school leaders and the other actors. Driving leadership style moreover, reflects to demonstrate the ability of working from middle as a lead follower allowing the opportunity to understand and knowing of followers. This somehow built the confident to the school leaders to overcome with the difficulties related with organizational climate. Driving leadership style illustrated to bring about social harmony and cohesive within the organizational behavioural settings furthering leaders to grow with the followers. En este texto expongo un estudio comparativo de los sistemas de protección social de México y Finlandia. Consta de tres acápites principales. En el primero de ellos asiento los conceptos nodales del análisis y los elementos que permiten el ejercicio comparativo entre ambos sistemas. En el segundo detallo las características de cada sistema de protección social y, inalmente, en el tercero comparo ambos sistemas de protección social y propongo algunas conclusiones al respecto.

In this paper, I discuss so-called Swedish speech islands (linguistic enclaves) in Finland past and present from the point of view of sociocultural linguistics. I do this mainly by focusing on the linguistic history and present-day of the city of Tampere, today the third largest city in Finland. By "Swedish speech islands in Finland" I mean the cities of Tampere (founded 1779) and Oulu (founded 1605) and the towns of Pori (founded 1558) and Kotka (founded 1879), all officially Finnish-speaking cities and towns with a small Swedish-speaking minority (0.2–1.0 % of the population in 2008). At the end of 2008, for example, Tampere, which is the largest of these and the only one located in inland Finland, had 209,552 inhabitants, of whom 1,065 (0.5 %) reported Swedish as their first language. In addition to the four cities and towns, there are, however, some other places in Finland at times referred to as "speech islands" , mainly places with an industrial history (e.g. the town of Varkaus in Eastern Finland). In this paper, I therefore touch on this type of "speech islands" as well, although I do not consider them speech islands in the same sense. – The paper is part of the projects “Linguistic change in an industrial town. Swedishness in Tampere, 1779–2000” (2008–2010) and “Bilingualism and multicultural Finland – best practices and future challenges” (2010–2014).

Celem artykułu jest przedstawienie rozwiązań telekomunikacyjnych i informatycznych wykorzystywanych w pracy Prokuratury Republiki Finlandii,
na tle podobnych rozwiązań stosowanych w Polsce. Po przedstawieniu
ogólnego rysu organizacji Prokuratury Republiki Finlandii i procedury karnej
tego kraju omówione zostaną rozwiązania wykorzystywane w zakresie podstawowej technologii komputerowej, narzędzi elektronicznych wykorzystywanych przez personel pomocniczy prokuratury, technologie wspierające
pracę prokuratorów oraz narzędzia dostępne dla obywateli. W podsumowaniu omówione ponadto zostaną czynniki, które przyczyniają się do powodzenia wdrażania nowych technologii w realiach wymiaru sprawiedliwości.

The purpose of this paper it to present the ICT technology as used by the
Finnish Prosecutor’s Office, and compare it with similar solutions as adopted
in Poland. Following the description of the Prosecutor’s Office of the Republic of Finland and the Finish criminal procedure, the solutions are outlined
that are used as far as IT technology, digital tools for ancillary staff of the
Persecutor’s Office, technology to support prosecutors’ work, and tools
available to citizens are concerned. The summary section discusses factors
that contribute to the successful implementation of new technology for justice administration purposes.

Cerca de 10.000 cidadãos saíram às ruas de Helsínquia, no passado sábado dia 22 de Agosto, para protestar contra as medidas de austeridade impostas pelo Governo Finlandês. Será isto uma surpresa, agora que a Finlândia elegeu para primeiro ministro um empresário multimilionário?

Años atrás una noticia llamó la atención y al escepticismo: Apareció “en el Archivo del Ministerio de Relaciones Exteriores de Suecia un documento que intenta probar un supuesto origen finlandés de los ancestros de Perón”. Y se le sumó que: “Una fuente de la Embajada finlandesa en Buenos Aires, reconoció que “en Finlandia hace mucho tiempo que se escucha ese rumor”. (?)
Ante lo temerario de la afirmación vale detenerse en la alegato de la nota de Clarín del 2003: “el 26 de mayo de 1950, el diario de Suecia, el Dagens Nyheter (publicó): “El tío sueco-finlandés de Perón ha muerto”. La información era escueta: “El ex funcionario aduanero Johan Robert Söderlund, de Degerby, Aland, ha fallecido a los 68 años de edad. Lo llora su esposa, Elsa Söderlund, tía paterna del presidente de la Argentina, Perón. El padre del Jefe de Estado argentino, Bruno Perón, (?) fue en su tiempo funcionario aduanero en Degerby. En la década de 1880 emigró a los Estados Unidos para finalmente establecerse en la Argentina, donde se casó. Dentro del matrimonio nació el actual presidente argentino”.
Vamos por partes: Por que si, supuestamente, Perón tuvo origen finlandés le interesó a los suecos? En realidad todo se conjuga con las afinidades existentes en la región escandinava, concepto geográfico, cultural y político de las tierras de los vikingos que engloba a 5 países nórdicos: Islandia, Noruega, Dinamarca, Suecia y Finlandia. Quizás – fin de la ex URSS mediante y en plan de especulación geopolítica - se pueda ampliar con Estonia y Letonia en una confederación báltico-nórdica, pero eso es otro tema…

‘Hardly any of our other intellectual achievements, sporting victories or state events have succeeded in penetrating the consciousness of millions of people all over the world as much as Jean Sibelius’s Finlandia. Only the heroic story of the Winter War can compete with it.’ This is how Santeri Levas, Sibelius’s secretary for almost twenty years, described the success and
significance of Finlandia. When Levas published Nuori Sibelius (The Young Sibelius) in 1957, the composer had just passed away. It is beyond doubt that Finlandia is Sibelius’s best known
composition internationally – alongside Valse triste and the Second Symphony – but it has always also occupied a special position in Finnish culture. Although one might criticize Levas’s starting point – a comparison with sporting victories or state events – it is clear that specifically Finlandia has its own, multifaceted interpretative tradition, through which we gain
a broader view of Jean Sibelius’s significance.

maapallolla kuin Jean Sibeliuksen Finlandia. Vain talvisodan sankaritarina voi sen kanssa kilpailla.” Näin kuvasi Finlandian menestystä ja merkitystä Santeri Levas, joka ehti toimia
Sibeliuksen sihteerinä lähes 20 vuotta. Kun Levas julkaisi teoksensa Nuori Sibelius vuonna 1957, mestari oli juuri menehtynyt. Epäilemättä Finlandia on Sibeliuksen kansainvälisesti tunnetuimpia teoksia Valste tristen ja toisen sinfonian ohella, mutta sillä on aina ollut myös erityisasema
suomalaisessa kulttuurissa. Vaikka Levaksen lähtökohtaa, vertailua urheiluvoittoihin tai valtiollisiin tapahtumiin, voikin kritisoida, on selvää, että juuri Finlandialla on oma, monipolvinen tulkintaperinteensä, jonka kautta avautuu näköala Jean Sibeliuksen merkitykseen laajemmin.

Con la partenza di Luigi Salvini nel 1935 e nel pieno della crisi etiopica, iniziava il mandato di lettore in Finlandia di Ernesto Peternolli in una stagione evidentemente difficile in cui la propaganda anti italiana in Finlandia aveva spazzato via buona parte di quel clima idilliaco di simpatia e consenso raccolto nel biennio 1933 - 1935. Passata la bufera abissina Peternolli darà nuovo slancio alla diplomazia culturale italiana organizzando, accanto al dottorato, nuovi corsi al Conservatorio musicale ed alla Scuola di Commercio, consolidando ed ampliando i risultati conseguiti da Salvini. La Regia Legazione, retta da Koch, iniziava intanto a prediligere la Lega dei Giovani Amici d'Italia ,composta primariamente da giovani madrelingua finlandesi e più legata al fascismo, rispetto alla Dante Alighieri, retta da Okkonen ed elegante comitato in cui era prevalente l'elemento svedese minormente politicizzato. Il mandato Peternolli coincise anche con un deciso rafforzamento istituzionale che portò la lingua italiana ad ottenere dal Senato Accademico un proprio spazio ufficiale all'Università di Helsinki, con la costituzione il 14 giugno 1938 di un Istituto Italiano finanziato dall'Università stessa, che consentirà la costituzione di una biblioteca propria, la fruizione dell'aula magna e la predisposizione di due borse di studio. Esso sarà alla base di quello che diverrà nel 1942 l'Istituto Italiano di Cultura. In un clima ristabilito, dal 1938 si andranno ad ampliare quelle crepe, all'interno delle strutture della diplomazia culturale italiana, tra i Giovani Amici e Dante Alighieri gestite debolmente dalla Legazione e causa di dissidi e divisioni.

"Da un punto di vista del tema da sempre perseguito da Settentrione, le relazioni italo-finlandesi, la vera perla è l’articolo di Andrea Rizzi, Il consolidamento della lingua italiana in Finlandia e il lettorato di Ernesto Peternolli (1936-1938). Rizzi sta per presentare la sua tesi di dottorato di ricerca presso il dipartimento di italiano dell’università di Turku, incentrata sul periodo “finlandese” dell’ambasciatore Attilio Tamaro, che resse la legazione d’Italia a Helsinki a partire dal 1929. Fu un periodo ricco di attività per promuovere non solo le relazioni diplomatiche tra un’Italia fascista e una Finlandia comunque fortemente antibolscevica, ma anche quelle culturali. Rizzi segue come filo rosso l’attività di Ernesto Peternolli, che insegnò per tre anni l’italiano in vari atenei e città della Finlandia, ma sullo sfondo abbiamo il panorama molto più ampio degli incontri tra l’intellettualità finlandese e quella italiana. Peternolli è meno noto di Luigi Salvini, l’altro benemerito della lingua e cultura italiana dell’anteguerra, e per questo motivo, il contributo di Rizzi risulta essere ancora più prezioso. Si tratta di un eccellente completamento al libro di prossima presentazione che l’Ambasciata d’Italia di Helsinki ha voluto dedicare ai rapporti italo-finlandesi in occasione del centenario della Residenza in Tehtaankatu a Helsinki"

Fiński system edukacji jest szeroko dyskutowany i często stawiany za wzór rozwoju nowoczesnego szkolnictwa – dopasowanego do wymogów społeczeństwa, a jednocześnie do potrzeb rozwiniętej gospodarki. Niniejsza analiza porusza aktualne zagadnienia związane z fińskimi uczelniami wyższymi i ich finansowaniem, próbując wskazać na mechanizmy i instytucje odpowiedzialne za funkcjonowanie tego systemu. Poruszane są również wątki merytoryczne, administracyjne oraz prawnewpływające na finansowanie szkolnictwa wyższego w Finlandii. Na tle krótkiego rysu historycznego zostały przedstawione najważniejsze reformy, zmieniające podstawy finansowe tego sektora, co w perspektywie porównawczej może być odczytywane jako nowatorskie myślenie o zarządzaniu publicznym i o skutecznym wykorzystaniu finansów publicznych.

Finnish system of education is widely discussed and often used as role model of a modern educational system that is adjusted to the needs of the society and national economy. This analysis covers current issues pertaining to the functioning of Finnish higher education institutions and to their finances. It attempts to point at mechanisms and institutions that are responsible for the functioning of the higher education system, by paying attention to the professional, administrative and legal issues. With a short reference to the historical developments, the most important higher education reforms are presented as changing the financial foundation of the whole sector. In a comparative perspective it may be seen as innovative thinking about public management and about efficient use of the public finances.
