Digital India Project has been very close to the heart of the Prime Minister and he is himself the Chairman of Monitoring Committee on Digital India. The aim as envisaged by the PM is to prepare India for becoming a knowledge economy and for bringing good governance to citizens through synchronized and co-ordinated engagement of the entire Government.

Digital India is a programme to transform India into a digitally empowered society and knowledge economy.
Digital India is a Programme to prepare India for a knowledge future. The focus is on making technology central to
enabling change. It is an Umbrella Programme – covering many departments. It weaves together a large number of ideas
and thoughts into a single, comprehensive vision so that each of them is seen as part of a larger goal. E-governance, one of
the pillars of Digital India initiatives, means the application of information and communication technologies in the
government business and transactions to deliver better government services, to provide free information to the citizens and
to make government most efficient in its functioning by using electronic means. People are able to get better services and
access to government information which would lead to a better interaction between the government and citizens. Therefore,
e-governance facilitates better interface between government and citizens. Information Technology (IT) is the lifeline of egovernance.
The objective of this paper is to highlight the Digital India Initiative of Central Government and the experience
of government of Andhra Pradesh in revolutionizing governance through digital revolution

The course of human development has taken new dimension with the introduction of information and communication technology (ICT).The explosive growth of ICT services is presenting policymakers with three key challenges.  The challenge for all stakeholders in the ICT ecosystem has been to quantify the impact of digitization. However, realizing the opportunity that broadband presents will require that policymakers undergo a shift in their thinking. They must go beyond considering ICT and focus instead on digitization, with an emphasis on ICT usage rather than just access. They must take into account their current level of digitization in order to ensure that they are focusing on the right investments to advance to the next stage. And they need to look with fresh eyes at policies that were developed a decade ago to understand how they can be updated for a new era. Policymakers are hopeful about this opportunity, and many are committed to action. The steps they take in the coming years will determine whether they can translate opportunity into reality.

According to People's Linguistic Survey of India (PLSI), India is home to 780 languages, which are collectively spoken by more than 1.2 billion people. Many of these languages are not only used as medium of instruction but also studied as an independent subject in schools, colleges and universities. Given such a rich diversity and enormity of languages and their users, it is evident that the field of teaching and learning Indian languages will have to encounter issues which are multidimensional in nature such as variety of language (modern or classical); range of content inputs (informatory or extrapolatory); linguistic user groups (cognates or non-cognates); levels of educational progression (primary to research); purposes of learning (professional or general) and contexts of learning (native or non-native). Purpose: To fulfil different proposes and requirements within a specified timeframe, in the context of teaching, learning and evaluation of Indian languages, an integrated centralized mechanism called Multipurpose Indian Language Evaluation System (henceforth MILES) is being developed by National Testing Service –India. The mechanism consists of two components: Comprehensive Database and Retrieval Facility. Method: The comprehensive database consists of item resources covering defined dimensions associated with the different components of language, literature and personality as per General Frame of Reference (GFR). Information is stored in an electronic database with the details entered in the item file card format along with computer number codes assigned to each one of the components of language, literature and personality. The question items included have been provided with quality indices. Results: Retrieval Facility helps to have instant construction of instruments of evaluation in equivalent forms for a variety of syllabi, with sampling error-free content coverage. Both Database and Retrieval Facility carry the potential to be extended to any Indian language. Conclusion: This paper discusses how our MILES evaluation system helps construct language tests for a variety of syllabi and functions as an instrument of evaluation in equivalent forms, with sampling error-free content coverage. The development of MILES will therefore be useful to fulfil the evaluation requirements concerning any Indian language, for any purpose, for any level of education, and also for any length of duration. It can also provide the details of information pertaining to various teachable and testable units of language & literature. It is a user-friendly mechanism for retrieving information either on the specialisation of item writer or the aspects of language / literature, or the indices of item quality, or a combination of all.

The paper presents a conceptual model for creating an epidemic surveillance system. The System will help in predicting the outbreak of epidemics and diseases. A working model can be created by implementing the terminology explained in this paper. The system monitors the search engine data, social networking sites data and factual data from government organization to alarm the outbreak of the diseases. INTRODUCTION As a developing nation, India regularly faces problem of the epidemic outbreak. In our country epidemics and diseases like Malaria, Dengue, Chikungunya, Plague, Swine flu etc are spread like a wild fire which takes tolls of life. As it is said prevention is better than cure, if such an outbreak is earlier known to the government health care agencies then corrective measures and preventive actions can be takes in order to save thousands of lives. Surveillance systems are created to raise such alarms. Around the world difference surveillance system are implemented to control the spreading of epidemics. In India we have National Centre for Disease Control (NCDC)[9] under which there is program named Integrated Disease Surveillance Program (ISDP)[11] which detect and respond to disease outbreak. The program is National Surveillance Program for Communicable Disease (NSPCD) which alerts the outbreak of the epidemic. The paper presents a model that can be developed and designed using existing programming and analytical tools which will help such system for early detection and alarming the outbreak of any disease or epidemic. The model will help in earlier detection of disease. The model will automatically alarm the disease and the geographical area where the epidemic may spread. The input to the model will be data available on the social network sites, search engines and statistical data from various health care organizations/hospitals. The model takes data from the searches that people may make during epidemics for example people may search the disease by querying the symptoms, people may search for cure of any disease, doctors may search for the vaccinations of a particular disease. The model will also monitor the social sites where people may share their problems, may tweet about any diseases they are suffering from, may change their status for being hospitalized etc. Also the model will take the actual factual information regarding the diseases registered in the country trough he databases of many health care organizations. From all these facts we can get an idea which disease is spreading and in which place.

Enterprise resource planning (ERP) is business management software that allows an organization to use a system of integrated applications to manage the business. ERP software integrates all facets of an operation, including development, manufacturing, sales and marketing.
A survey of nearly 400 IT executives who had an ERP system installed found that more than 85 percent of them agreed or strongly agreed that their ERP systems were essential to the core of their businesses, and that they "could not live without them." Though there has been recent IT scuttlebutt that ERP systems are now shrugged off as legacy inside 21st-century businesses, almost 80 percent of those surveyed disagreed or strongly disagreed with the statement, "My company views ERP systems as legacy systems and no longer invests in them." And when asked if their company would be able to live without its ERP systems within the next five years, more than 80 percent disagreed or strongly disagreed. For better or worse, ERP systems are here to stay.

The true concept of democracy includes the participation of individuals in the governing process. But due to gargantuan population the active participation of citizen in governing process is not possible. But e-governance makes it possible through online feedback system from the public. This paper entirely deals with the concept of e-governance and the application of e-governance in various domains. The role of information and communication technology [ICT] in e-governance, the scope & objective of e-governance. The scope includes four main aspect namely G2C; C2G; G2B; G2G.Finally this paper includes the overview of Digital India project, e-governance plan formulated by the government and our views.

Making India a $20 Trillion Economy from a $2 Trillion economy requires tremendous amount of effort from all concerned especially from the government. The fundamental requirements for any real growth are Accountability, Efficiency, Transparency and Trust. They are interconnected.

In today’s competitive world, it is the technological strength of a nation that decides its standing in the global arena. Technology has become the prime mover behind growth and prosperity. A nation that masters technology thus derives competitive advantage and respect.

Information Technology has made it possible to make information and services reach to the ordinary men and women even in remote areas, easily and effectively. Availability of information is the key to empowerment of the stakeholders. This also reduces the scope for discretion and manipulation.

IT is a great enabler for empowerment, equity and efficiency. Every household and every individual needs to be digitally empowered. Services need to be digital by default. That means that existing services that aren’t digital needs to be redesigned completely so that the customers’ needs are central and the best use of digital technology can be made throughout the entire process.

Community engagement is a critical part of democratic process. We need to engage, to build trust and inform service design. Digital channels such as social media allow us to do this in ways that have never been possible before.

All government transactions needs to be transparent and delivered through technology with the least cost for the citizen. Good practices that are already implemented by various states can be modified to suit the needs of different states and regions. Most important is that we need to standardize all the products without affecting the individual needs so that the same data can be used for multiple functions.

The government while spending on e-Governance applications should also see to it that its citizens, who are the ultimate beneficiaries of those applications, come to know about them and, more importantly, are given incentives to actually use them. E-Governance is supposed to cut government expenditure and wastage of public funds and ensure corruption-free governance while improving the productivity of government employees.

Government of India has launched the initiative “Digital India”, a programme to transform India into a digitally empowered society and knowledge economy, with the focus on making technology central to enabling change. It pulls together many existing schemes and are planned to be implemented in a synchronized manner. While many elements are only process improvements with minimal cost, the schemes are being restructured and re-focused in a mission mode and are trans-formative in totality.

The Indian retail market is witnessing a revolution. The year 2014 was a step forward year for Indian e-commerce, not because of the funds in billions it raised but for the growth in volume as well as in sales. As per the report of eBay India, e-commerce in the country has seen a significant upsurge in the number of people shopping online with its penetration into 4,556 hubs. Delhi secured the first position in this list as the number one e-commerce hub, with maximum number of mobile phones and accessories sold. But it is not just the metros that are fuelling the online scene in India but tier-2 and tier-3 cities are also contributing significantly to the growth of e-commerce. As per the findings of Google's annual online shopping growth trends report, done in collaboration with Forrester Research in November, 2014, the online shopper base in India will reach 100 million by 2016. Fifty million new buyers are expected to join the online shopping bandwagon from tier- 1 and tier -2 cities. Back in 2012, the size of this market was $8 million and is currently around $35 million. The Indian online shopping market has registered over 12 times growth over the past 4 years. One of the significant reasons for the emergence of e-commerce as one of the sunrise industries in India is access to internet users numbering more than 302 million in 2014 as per the report of Internet & Mobile Association of India (IAMAI). Digital India initiative of the government is also contributing to the escalation of the e-commerce sector. This initiative aims to bring the internet and broadband to remote corners of the country, therefore ready to give a strong boost to e-commerce in the country. E-commerce is gaining quick acceptance among the people. In India demographics changes, changing in life styles and exposure to international brands, increased number of female buyers are also some key stimulators of e-commerce. As per industry estimates in 2014, goods and services worth $4 billion changed hands online in India and this is projected to touch $6 billion this year and rise to $50 billion by 2020. There is no dearth of opportunities for Indian entrepreneurs as competition in the e-commerce industry is expected to further intensify because of the entry of international e-commerce giants like Alibaba and Amazon. Both these international players have the deep pockets and the caliber to drive the Indian e-commerce market. Therefore, a room for improvement and enhancement is paving a way. This paper is a small effort in analyzing the current state of the e-commerce, and the various parameters fuelling the growth of this very sector in the country. This paper also looks upon the antecedents of e-commerce which would be useful for the upcoming entrepreneurs to aptly formulate their strategy to prolong in the Indian online space.
