We live in the Digital Era, where national frontiers are vanishing. In light of cultural globalization and digital identity, a contemporary re-interpretation of classical notions like citizenship is imperative. What does it mean to be a citizen in the Digital Era? To whom can we assign digital citizenship status? In order to discuss these questions we introduce the notion of hybrid beings. Our hypothesis is that the dynamical feedback relation between the physical and digital individual’s experience promotes the embodiment of a hybrid identity from which the hybrid being emerges. It is important to stress that the hybrid identities of hybrid beings are not just alter egos or avatars created in the digital world, but that they express a new dynamic around the impossibility of distinguishing between “physical” and “digital” sides of an individuals’ actions. It is precisely because of a hybrid being’s participation in a merged physical/digital world that we believe the notion of hybrid...

ABSTRACT The 2015 national, subnational, executive and legislative elections marked a turning point for Argentina's democratic history. For the first time, a non-Peronist centre-right coalition won the presidency. These elections also inaugurated the first non-Peronist governor of the Province of Buenos Aires in almost 30 years. This article tries to make sense of these elections, which represent a significant shift in the country's political direction. We argue that the incumbent left-party (Peronist Frente para la Victoria) faced a combination of electoral fatigue and mounting economic challenges. Sluggish economic growth and unabated inflation created an anti-incumbent demand for change, alienated the middle class and deepened territorial cleavages between the agricultural central region and the peripheral provinces. Against this backdrop, the combination of a unified opposition and a fragmented Peronism led to Mauricio Macri's victory. We also explore the challenges that the newly elected president faces, including minority in Congress and among governors.

When on June 22, 1965 Japan and the Republic of Korea (ROK) signed the Treaty on Basic Relations between both countries, it could be supposed that from that day on both Asian democracies would strengthen their relations, act as equal partners, and be compelled to implement common policy in the region, based on their alliance with the United States. This paper provides a contextual analysis of American diplomatic correspondence in the period leading up to the Japanese-Korean settlement. The author claims that in the long-range perspective the US’s “push hard” policy toward its Asian allies caused disputes between Japan and the ROK, and the existence of a “quasi alliance” in the region.

PASSERSBY: THE POLITICS AND POETICS OF AFROPOLITANISM In this article, I discuss the notion of Afropolitanism as presented by Taiye Selasi in various articles and in her Ghana Must Go (2013), “an Afropolitan novel” and an example of Afropolitan literary aesthetics. I present an overview of the major ways in which the concept has been developed and contested and briefly discuss its usage in popular culture and art projects. Throughout the article, I argue that Afropolitanism may function as a useful term for designating the experience of a specific group of contemporary writers variously linked with Africa and that it may open up the space for the emergence of new narratives of the continent and its people. I conclude the essay by outlining some affinities between the concept of Afropolitanism and the ethics of passersby elaborated by Achille Mbembe. PRZECHODNIE: POLITYKA I POETYKA AFROPOLITANIZMU Artykul poświecony jest dyskusji wokol „afropolitanizmu,” pojecia zaproponowanego przez...
