FREMONT — An affordable housing project in downtown Fremont is due to break ground in the next few months, leading the way for more than 900 residences planned throughout the city.

The proposed homes are part of the Capital at City Center residential hub at 3440 Walnut Ave., which is slated to consist of 119 affordable units and 216 market-rate, for-sale condominiums, according to city officials.

Brookfield Residential Properties and Pacific West Communities are leading the development of the affordable homes. Brookfield is the master developer for Capital at City Center.

The affordable units, expected to be available for leasing in spring 2028, will range from studios to three-bedroom units for individuals and families earning between 30% and 70% of the area median income.

The area median income in Alameda County in June was $113,950 for one person and $162,800 for a household of four. That means the affordable unit income caps would range from $34,185 to $79,765 for one person and from $48,840 to $113,960 for a household of four.

“The project will bring hundreds of new residents to the city’s urban core,” the city of Fremont stated. “Building on the 567 affordable housing units that opened in Fremont in 2025, the project brings the city closer to achieving its Housing Element goal of creating 7,000 affordable housing units by 2031.”

Capital at City Center is the first of six residential projects slated to begin construction this fall in Fremont, city officials said.

“These six new developments will provide 918 new affordable housing units across Fremont while creating additional homes within walking distance of employment centers, retail destinations, public amenities, and regional transportation,” the city stated.
